Those working in Defence Studies explore the convergence between war and politics. It is, in the words of the editor of this new Routledge collection, ‘the socio-technological study of how martial force is understood, built, and deployed’. Indeed, the term ‘Defence Studies’ has its origins in the establishment in 1927 of the UK’s Imperial Defence College (later named the Royal College for Defence Studies in 1970), but research falling under that rubric has long been a global endeavour.
Scholars of Defence Studies ask questions such as:
•What are the driving factors of defence policy?
•Why is history important for understanding emergent warfare?
•How might actors prepare for defence and war?
•Are defence policies appropriate for expected events?

Now, in response to the need for an authoritative reference work to make sense of a rapidly growing and ever more complex corpus of literature, Routledge announces a new title in its Critical Concepts in Military, Strategic, and Security Studies series. Edited by David J. Galbreath, Professor of International Security at the University of Bath, and Director of its Centre for War and Technology, Defence Studies is a four-volume collection which brings together the very best scholarship in a one-stop anthology of major works.

The collection is fully indexed and includes a comprehensive introduction, newly written by the editor, which places the collected material in its historical and intellectual context. It is destined to be valued by researchers, teachers, and advanced students as a vital research and pedagogic resource.

America is a target; the homeland is under threat. While Americans have been targets of terrorist attacks for quite some time, September 11, 2001, awoke the nation to the reality that we are vulnerable in our homes, our places of work and worship, and our means of public transportation. And yet, we must continue to function as best we can as the world's most vibrant economic and political community. The current threat environment requires greater engagement with the public, as the necessary eyes and ears of the nation's homeland security infrastructure. However, to be effective, the public must be equipped with the knowledge of where and why specific locations and activities may be a terrorist target, what is being done to protect those targets, and how they can help.

The chapters of each volume of Homeland Security revolve around a core of central questions. Are we safer today than we were pre-9/11? What steps have been taken in all these areas to protect ourselves? What are the threats we face, and what new threats have developed since 9/11? Are we staying one step ahead of those who wish to do us harm? In 2002, more than 400 million people, 122 million cars, 11 million trucks, 2.4 million freight cars, and 8 million containers entered the United States. Nearly 60,000 vessels entered the United States at its 301 ports of entry. Clearly the amount of activity this represents will require a long-term commitment to innovation, organizational learning, and public vigilance to complement an already overstretched network of government agencies and security professionals.

Considerable progress has been made in understanding the underlying mechanisms driving the long-wave behavior of the world socioeconomic development. In despite of this progress one recognizes too that many aspects related with these underlying driving forces remained unsolved. One of these aspects endured perhaps as the most controversial one: the close relationship between K-waves and the outbreak of majors wars. Social scientists and politicians are well acquainted with the fact that chance events have been responsible for the outbreak of wars and their course and outcome. Two main trends are now acknowledged: the increasing recognition of the existence of some cyclical patterns of warfare involving the core of the world system, and a shift toward newly evolving patterns involving non-state actors and asymmetric warfare. We may tentatively agree that wars are not merely the result of blind social and political forces, but patterned according to long socioeconomic cycles and the result of deep and general laws underlying the coevolutionary unfolding of the world system. In Part I the reader will find a mix of contributions dealing with new visions or revisions of the concept of long waves considered from very different perspectives related to their unfolding. Those contributions discussing objectively the issue of K-waves and their relation with military conflicts, following old and/or new conceptualizations of the phenomenon, were selected to form the book’s Part II. Finally those contributions with strong emphasis on the analysis of future scenarios, related or not related with warfare and/or world security compose the body of the Part III.

It is evident that a comparative study of systemic costs and values of regular systems versus those based on conscription is needed, not only in view of the transformation processes of the military and society in post-communist Central and Eastern Europe, but also more generally in the light of the changed security environment since September 11. Seeing that previous research has primarily looked at different types or models of both conscript and regular forces systems, this publication presents an audit of alternative force models and identifies a scientific method which could be applied widely to evaluate a) the true total costs (economic, social, and political) of regular versus conscript systems, b) the utility, availability and cost effectiveness of both systems in the face of today’s new security circumstances, and c) the adequateness of either system for especially CEE countries whose reform processes are being hampered by legacy military cultures. This book does not come up with definite answers to the various issues. Instead, the authors truly identify what the problem areas are and offer advise as to how to proceed in solving the specific conundrums identified. The analyses, opinions, recommendations, and conclusions expressed or implied in this volume are those of authors or the editors alone, and do not necessarily represent views of NATO or any other government agencies.

Today, there are big changes and differences between countries in matters of national defence. Gone are the huge engines of military industrial might, and struggling in their wake are networks upon networks of small and medium-sized enterprises (SME’s), groping with the harsh reality of survival in this new world. For the first time, many if not most of them, are being forced to deal with new issues such as product development, marketing to a civilian world, private-sector financing and adopting competitive business practices and generally living outside the shadow of the defence business. Crucial at this juncture is to provide forms of assistance to guide them over new ground. Most observers agree that most businesses are small or medium in size, in the sense that they are not large corporations. These businesses are the lynchpin of stable economic conditions and ultimately provide essential products and services to users. The failure of SME’s to convert successfully to civilian markets would cause a devastating blow to national economies. Accordingly, the need and importance of dealing with these defence conversion issues cannot be overstated. This book presents a collection of papers on the topic of defence-related small and medium enterprises and their challenge of readjustment in the 21st century.

SD12-314 Future NATO Security: Addressing the Challenges of Evolving Security and Information Sharing Systems and Architectures (NATO Science Series).(文景書局)

ISBN: 9781586033927 Year: 2004 Price: EUR 116.00
Author: Edmonds, Martin
A b s t r a c t

NATO has years of intellectual and practical international security investment and is committed to addressing new threats, including that of trans-national terrorism, under the 1999 New Strategic Concept. Through the legacy of Cold War functions and responses, however, some mechanisms can be inhibited and lack the necessary innovation to operate as effectively as they should, especially in pressing current circumstances. In particular the lack of working experience between military forces and domestic policing when addressing trans-national terrorist and other threats to today’s society became evident and demanded a fresh approach and novel, innovative ideas within NATO circles to compensate. It was recommended unanimously that:1) the 'Vilemov Group' should reconvene again in 2003 with an agenda of further deliverables and objectives. 2) A NATO Core Advisory Group on NATO Future Security should convene in Brussels later in the year. It should provide a scientific method for the development of new concepts, focusing on processes for NATO to better achieve convergence between security means and ends. Making use possibly of the Long-Term Scientific Study (LTSS) format, it should address security-related issues such as redefining terminology, surveys, audit and identification of NATO centres, resources, assets and agencies, and external groups, including NGOs.
